A validator's own address uses a different prefix (corevaloper1...) than an ordinary account, so it's shown as plain text here rather than a broken link.

Every block header names its proposer, and every validator publishes the key that name is a hash of, so the two join exactly — no estimate is involved. Tendermint picks proposers in proportion to stake, so over a long window a validator's share of blocks should track its share of voting power; the difference column is what is worth reading, since a validator well under its expected share has been missing its turns.
